This memorial to Captain Norman (Rusty) W. Heck, Jr., second from Monroe County to be killed in the war on December 8, 1964, was the original memorial project built at the park which was donated by France Stone Company, and later expanded by the Vietnam Veterans of America, Monroe County Chapter 142. After completing the pink granite "Living Memorial" to all those who served along with the black granite for those who were killed or listed as Missing in Action in the Vietnam war from Monroe County, it was then donated back to the Monroe County and its people.
